cannot adjust container size

I had two people look at this already and both  suggested that I have something locked preventing the container size from being adjusted. Another opencart developer said it might be my open shop admin, which seems strange. Anyways, I really hope you can shed some light on this. Very odd behavior from opencart. Usually I can see the problem immediately and fix it.

Take a look at this file in any Opencart package.

As suspected, I have changed the container size as you suggested and nothing has changed on my homepage. I have hired 2 different people to fix this and both have quit saying that there is something very strange about my website and when they check the admin side they blame it on openshop.
