It looks that you are using "Admin menu icons" extension as standalone.
In this case such an errors are ok.
I updated "Admin menu icons" mod at Opencart.com not to show this.
Thank you for report! It really logs such an error when CMS part is off.
It will be fixed in few days with next update.
